Fix stale Apply-disabled title assertion after both MRs merged

The two just-merged MRs each independently touched device_detail.html: one changed the disabled Apply button's title text to "...blocker and warning..." (blocking on any Plan warning too, not just Blockers), the other added TestDeviceDetailHandler_DeclaredVMIDMissingOnProxmoxBlocksApply against the pre-change text. Both were correct on their own branch; only the merged trunk exposes the mismatch.
