Add per-pool VMID/IPv4/IPv6 ranges for smarter device-page proposals

Operators can now configure a VMID band and IPv4/IPv6 prefix per (Proxmox environment, pool) in Settings. The device page's VMID preview scans within the pool's range first, falling back to the old unbounded node-wide scan when no range is configured or it's exhausted. When a range declares an IPv4/IPv6 prefix, NetBox's own available-ips endpoint supplies a suggested address, shown as the "add IP address" field's placeholder with a one-click button to accept it.
