Brand icon everywhere, device tags, manual VMID, manual MAC entry

  • Login form: brand at 2rem, centered; brand icon (not a blank gradient square) also now in the /racks header, plus a matching favicon.
  • Devices: CPU/RAM/Disk get icons; NetBox device tags are now actually read (BuildDeviceSpec.Tags was previously always empty, so ActionSetTags never really worked) and editable from the device page.
  • VMID: operators can pin a specific id instead of the next-free scan; the choice is staged in Rax's store like ISOChoice and consumed on the next create_vm apply, with a Blocker if the id gets claimed in the meantime.
  • Interfaces: re-added manual MAC assignment — a prefix dropdown (RAX_MAC_PREFIXES) plus a suffix field with a client-side random generator, writing through the existing NetBox MAC write path.
